Landlord Updates

 

New Legislation:

Assembly Bill 1482 went into effect on January 1, 2020. This new law caps annual rent increases in California at 5% plus Consumer Price Index and requires landlords to have "just cause" in order to evict tenants. Click here for more information on the California "Rent Cap & Just Cause."

Rent Increase Process: 

The Housing Authority of the County of San Diego (HACSD) will continue to determine whether or not the rent requested by the landlord for a Housing Choice Voucher rental assistance household is reasonable in accordance to federal housing policies. The HACSD will also continue to notify the landlord of whether or not the rent increase request can be approved. The rent increase requested must be in accordance with any rent increase provisions specified in the lease and the HUD tenancy addendum. It is the responsibility of the landlord to be in compliance with State Law. Upcoming Landlord Meeting

The Housing Authority of the County of San Diego (HACSD) will be hosting a Landlord Meeting on Thursday, January 23, 2020. The meeting will be held from 10am-11:30am. Prospective and participating landlords are able to get an overview of the Housing Choice Voucher (HCV) Program and ask questions. These meetings are a great way to understand how the HACSD’s programs operate and to strengthen our partnership. The topics covered include:

  • Benefits of participating in the HCV Program
  • Leasing to a Voucher Holder
  • Inspections
  • Landlord/Tenant Responsibilities
  • Requesting a Rent Increase
  • Updates

The HACSD’s conference room can accommodate up to 50. We can reserve seats for the first 50 to RSVP. The HACSD will maintain an interest list for upcoming Landlord Meetings.
