Rental Assistance Options

Our New Case Management System Has Launched

The Housing Authority of the County of San Diego (HACSD) is excited to announce that our new case management system, Yardi, is now live for all Rental Assistance Programs. Yardi modernizes operations and enhances the overall experience for participants and landlords.

What’s New

With Yardi, you can now easily manage your information online through secure RentCafe Portals.

Key Benefits:

  • Access your portal anytime from a computer, tablet, or smartphone
  • Upload documents directly through the portal
  • Communicate faster and more transparently with HACSD staff
  • Enjoy an improved experience for both landlords and participants
  • View Housing Assistance Payments (HAP) and tenant rent portions
  • View upcoming inspections and results of completed inspections

Traditional methods (mail, fax, and in-person) will still be accepted for those without internet or device access.

Getting Started

Participants and Landlords:
You can now access the RentCafe Portal to view and manage your case information, upload documents, and communicate with HACSD.

Please see below resources to help you get started.

Resident Information

HACSD encourages all current residents to register on the RentCafe Portal.

The portal offers many benefits, including increased transparency and the ability to easily track submitted documents and annual recertifications.

Visit the Resident Resources section to view the How-To Guides and get started with your registration today.

Landlord Information

Landlord Registration Notices

Each landlord (Housing Assistance Payment, or HAP Recipient) received a registration code by mail.
If landlords did not receive their code, landlords may contact the Housing Authority of the County of San Diego (HACSD) to request it.

How the Registration Code Works

The registration code is tied to the landlord’s unit(s) and the bank account where HACSD sends HAP payments.

  • Shared Banking Information:
If multiple units use the same bank account for HAP deposits, the landlord will receive one registration code for all of those units.
  • Different Banking Information:
If the landlord has other units with a different bank account that the HAP goes to, the landlord will receive a separate notice and different registration code for those units.

Linking Units in RentCafe

After registering, landlords can link their units in the RentCafe Portal for easy management.

Please see the Landlord Resources section of the webpage for step-by-step instructions on how to register.
