North County Plan

The North County Multiple Species Conservation Plan (North County Plan) would extend the County’s Multiple Species Conservation Program (MSCP) into the northern portion of the unincorporated county. On October 28, 2020 (6), the Board of Supervisors directed staff to continue development of the North County Plan as a joint Habitat Conservation Plan/Natural Community Conservation Plan (HCP/NCCP) to achieve many of the same environmental and economic benefits realized through the adopted South County Subarea Plan.

A great deal of collaborative work has gone into development of the North County Plan. The input received from members of the Stakeholder Working Group, community groups, and other interested parties has been invaluable to the North County Plan. As additional information on the status of the North County Plan is available, interested parties will be notified.

Public Review Period

CDFW invites the public to review and comment on the proposed Restated and Amended Planning Agreement. The document can be viewed on CDFW’s website at North County Multiple Species Conservation Program Plan Summary. To receive a paper copy by mail, please contact NCCP@wildlife.ca.gov.

The California Department of Fish and Wildlife (CDFW) is considering entry into a Restated and Amended Planning Agreement under the Natural Community Conservation Planning Act (NCCPA) of 2003 with the County of San Diego (the County) and the United States Fish and Wildlife Service (USFWS). This notice announces the availability of the proposed Restated and Amended Planning Agreement for public review and comment, pursuant to Section 2810, subdivision (d) of the NCCPA, which is found in Fish and Game Code section 2800 et seq.

The primary purpose of a Planning Agreement is to define the process and goals for the MSCPs. Among other things, it provides a preliminary list of the natural communities, and the endangered, threatened, candidate, or other species that are found, or may be found, in those communities and that will be the initial focus of the planning process for the MSCPs. The execution of this Restated and Amended Planning Agreement is not an approval of the MSCPs, but rather an agreement among CDFW, USFWS, and the County to continue to work together to develop the MSCPs and provides an outline for the planning process.

All comments should be sent to NCCP@wildlife.ca.gov. The period for public review and comment will close twenty-one (21) days after release of the document. Comments received on or before June 29, 2026 will be reviewed.
