The purpose of the Valley Center South Village Form-Based Code Study is to more efficiently guide and promote future development in the South Village to create a compact mixed-use village that reflects and blends with the rural character of the Valley Center while creating a balanced automobile, bicycling, and pedestrian-frendly environment for residents, business owners and visitors and promotes the economic development of the Valley Center South Village.
