Objective Checklists

If a project is found to be eligible for, and consistent with, the applicable State legislation permitting checklist, project design should be compared to objective design standards for the eligible area. The objective  checklists below have been created to provide measurable, verifiable, and clear objective design standards. The standards are based on Community Plan policies and Design Guidelines, as well as relevant policies from the General Plan and other adopted documents:

Overview

The County created and updated objective design standards (ODS) for the unincorporated areas eligible under Senate Bill (SB) 35, SB 330, SB 6, and Assembly Bill 2011.   

 

According to State Law, ODS are standards that are uniformly verifiable by reference to an external and uniform benchmark or criterion and involve no personal or subjective judgement by a public official. This project is meant to comply with State law by establishing clear, objective standards. ODS are the design criteria to evaluate all eligible projects, creating a more streamlined development application process and reducing roadblocks and barriers for the development of housing.

The Objective Design Standards project is partly funded through the San Diego Association of Governments (SANDAG) Housing Acceleration Program grant.  That program is funded through the California Department of Housing and Community Development (HCD) Regional Early Action Planning (REAP) Grant program.
