County Releases the Climate Action Progress Annual Report for 2024

The County of San Diego (County) is actively reducing greenhouse gas (GHG) emissions through sustainability initiatives across multiple departments. The Climate Action Progress Annual Report for 2024, released in July 2025, highlights progress under the 2018 Climate Action Plan (2018 CAP). This report concludes the County’s reporting on the 2018 CAP, which was implemented from 2018 to 2024. Future annual reports will instead reflect the 2024 Climate Action Plan (2024 CAP). In 2024, the County reduced approximately 274,050 metric tons of carbon dioxide equivalent emissions by implementing measures in sectors, such as the built environment & transportation, energy, solid waste, water & wastewater, and agriculture & conservation.
2024 Action and Progress Highlights
Residential Solar Power: The County supported the installation of residential solar power systems equivalent to 5,127 homes, with over 93% of permits processed through the County’s Online Permits platform. This effort significantly boosts clean energy adoption and helps reduce reliance on fossil fuels.
County Fleet Electrification: The County added 83 new electric vehicles to its fleet, advancing its goal to cut transportation-related emissions and reduce the carbon footprint of County operations.
Rainwater Harvesting: To promote water conservation, the County’s Watershed Protection Program distributed 583 rain barrels through the discounted rain barrel initiative, enabling residents to capture and reuse rainwater, while also reducing stormwater runoff.
Urban Tree Planting: The Department of Parks and Recreation planted 4,645 trees, contributing to carbon sequestration, improving air quality, and enhancing community green spaces.
Open Space Conservation: Through the Multiple Species Conservation Program, the County preserved 1,113 acres of open space, protecting wildlife habitats and contributing to climate resilience.
The County has also made progress in other sustainability efforts, including the implementation of the Electric Vehicle Roadmap and the release of the Food Justice Community Action Plan.

As previously mentioned, with the County Board of Supervisors’ adoption of the 2024 CAP, future reports will no longer reflect advancements on the 2018 CAP, but instead implementation of the 2024 CAP. Monitoring for the 2024 CAP began this year and the first annual report will be available in 2026.
