Otay Majestic Specific Plan Amendment

The project is a Specific Plan Amendment (SPA) within the East Otay Mesa Business Park Specific Plan (EOM SP). The Proposed Project seeks a Specific Plan Amendment (SPA) to the East Otay Mesa Business Park Specific Plan to establish a new Light Industrial Master Planned Business Park area, on approximately 253 gross acres in the East Otay Mesa area of the County of San Diego.  The Proposed Project would allow for the entitlement of approximately 187 net acres and include approximately 51.3 acres of permanent biological open space located in the northeastern corner. The Proposed Project design strategy is to allow for up to 2,850,000 square feet of Class A industrial buildings spread out over 5 proposed phases. It is estimated that, when completed, the Light Industrial Master Planned Business Park will include approximately 145,000 square feet of flex office space to support the business operations of the tenants.    

The project site is in the southwestern portion of San Diego County, immediately adjacent to the US/Mexico border.  The project is subject to the County’s General Plan Regional Category Village and General Plan Land Use Designation Specific Plan Area. The project area is assigned S-88 zoning, and is governed by the EOM SP.   

Comments on the Specific Plan Amendment, addendum, and related project documents must be received no later than April 22, 2024, at 4:00 p.m. (a 45-day public disclosure period). The project is being re-noticed (originally January 18th to March 4, 2024) for an additional 45-day period due to noticing issues.
