Harmony Grove Village Live-Work

The Project includes a General Plan Amendment (PDS2025-GPA-25-006), a Specific Plan Amendment (PDS2025-SPA-25-001), a Tentative Map (PDS2025-TM-5660), and a Major Use Permit Modification (PDS2025-MUP-04-012W1).
The Project proposes the development of 27 live/work units on a two-acre site currently designated for office and retail use. These units would be single-family-style homes ranging in size from approximately 2,200 to 2,700 square feet, each with a rear-facing two-car garage. Homes fronting public roads would be individually owned, while the remaining units would be located within a common condominium lot. The Project site is within Planning Area 1 of the Harmony Grove Village Specific Plan, located at the northwest and southwest corners of Country Club Drive and Country Living Way in the San Dieguito Community Planning Area of unincorporated San Diego County. The Project requires a General Plan Amendment to revise the San Dieguito Community Plan, a Specific Plan Amendment to modify the Harmony Grove Village Specific Plan, a Tentative Map for the proposed condominium layout, a Major Use Permit Modification to an existing entitlement covering the site, and a Site Plan in accordance with the “B” Special Area Designator for Community Design Review. The amendment would replace the planned office/retail space with additional live/work residences. The historic Johnston/Ward House, untouched by the Project, is intended to be improved and operated by a third-party to serve the community/public as a public museum, heritage gallery, and meeting place. The site design includes pedestrian pathways linking the new residences to the broader Harmony Grove community, along with two motor courts, additional parking, landscaping, and stormwater retention infrastructure. Access would be via existing and proposed private alleyways connecting Country Living Way, Country Club Drive, and Trailblazer Lane. Both lots were previously graded during Specific Plan development. Water service would be provided by the Rincon del Diablo Municipal Water District, while sewer service would come from the existing Harmony Grove Village wastewater reclamation facility.
Comments on the proposed findings and associated analysis must be received no later than December 1, 2025, at 4:00 p.m. (a 46-day public review period).
