Behavioral Health Services Act Reporting
The Behavioral Health Services Act (BHSA) emphasizes health equity, outcomes, and accountability.
To promote transparency and track progress toward statewide goals, the BHSA requires counties to report on all sources of behavioral health funding, services, and outcomes. All counties must submit:
- Three-year Integrated Plans,
- An annual update to the Integrated Plan,
- And a Behavioral Health Outcomes and Accountability Transparency Report (BHOATR) – anticipated release from the State in 2028.
As they are finalized, these reports will be published on this webpage along with available data dashboards from the Department of Health Care Services (DHCS).
Fiscal Year 2026-2029 Integrated Plan
BHSA requires counties to create a three-year Integrated Plan using a standardized template from the DHCS. The Integrated Plan is a comprehensive report that outlines how counties will implement specialty behavioral health services. This includes reporting on local services, goals, strategies, and all funding sources to meet State requirements.
Statewide Population Behavioral Health Goals
BHSA includes new Statewide Population Behavioral Health Goals that will drive counties’ service planning to improve well-being and reduce adverse health outcomes across the system. To measure progress, DHCS has established a statewide framework that counties will use to report on outcomes over time. These goals will guide State and local planning and help ensure behavioral health resources are directed where they are needed most.

DHCS’s Behavioral Health Public County Profiles offers a high-level snapshot of key BHSA reporting information, including county demographics, Integrated Plan status, and homelessness and housing data. Profile data is comparable statewide. County profiles may be updated in phases based on data availability.
