Mental Health Services Act (MHSA)

 The Mental Health Services Act, also known as MHSA, was a state law passed in 2004 designed to expand California's behavioral health system to better serve people living with serious mental health conditions, and loved ones who support them. Passage of the Behavioral Health Services Act (BHSA) in March 2024 will further transform care and replace the MHSA. Full implementation of the BHSA is effective July 1, 2026.

MHSA funding is organized into five core components, each addressing a critical aspect of community behavioral health:

  • Community Services and Supports (CSS)

    Funding is used to provide direct services to people with serious mental illness. It also helps to build housing for those who are homeless or at risk of being homeless.

  • Prevention and Early Intervention (PEI)

    PEI programs bring mental health awareness through public education initiatives and dialogue. To ensure access to appropriate support at the earliest point of emerging mental health symptoms, PEI builds capacity for providing mental health early intervention services at sites where people go for other routine activities.

  • Innovation (INN)

    This component funds projects that are short-term, new, or are creative and untested mental health practices. These projects have evaluation embedded so new, effective practices can be integrated into the mental health care system.

  • Workforce Education and Training (WET)

    The WET component of MHSA provides training and financial incentives to increase the public behavioral health workforce, and it improves the competency and diversity of the workforce to better meet the needs of the population receiving services.

  • Capital Facilities and Technological Needs (CFTN)

    Capital Facilities funds may be used to acquire, develop, or renovate buildings, or to purchase land in anticipation of constructing a building. Expenditures must result in a capital asset, which permanently increases the San Diego County infrastructure. Technological Needs funds may be used to modernize information systems to ensure quality of care, operational efficiency, and cost effectiveness.
