Infectious disease modeling and analytics are key tools for public health decision-making. These tools help to predict, prepare for, prevent, and reduce the risk of infectious disease outbreaks.
Resilient Shield is a collaboration led by the University of California San Diego (UCSD), with participation from the County of San Diego; other state, local, tribal, and territorial health departments; academic institutions; and private sector partners. Since 2023, Resilient Shield continues working to scale up data modeling tools and technology to build better health and protect San Diego communities.

As one of the core partners of the Centers for Disease Control and Prevention (CDC) Center for Forecasting and Outbreak Analytics (CFA) Insight Net, Resilient Shield is dedicated to supporting better public health decisions through the use of data.
Below are some Resilient Shield projects addressing health issues in San Diego County.

Hepatitis A Herd Immunity Study
Estimate the vaccination levels needed to slow or stop a hepatitis A outbreak in San Diego County.

Seasonal Respiratory Virus Forecasting
Use models to predict levels of COVID-19, influenza, and RSV. This supports risk communication and public health decision-making.
Tijuana River Valley Sewage Crisis Environmental Dashboard
Combine environmental data sources to provide a full picture of the Tijuana River sewage crisis.
Additional Projects
-
Dengue Computer- and Model-Assisted Tabletop Exercise
Improve San Diego County’s dengue preparedness with a simulation that provides ways to respond to an outbreak.
-
Hepatitis A Vaccine Incentives Feasibility Study
Assess if vaccination incentives can increase hepatitis A vaccinations among persons experiencing homelessness.
-
Mpox Community Transmission and Phylodynamics Study
Determine if mpox cases in San Diego County are due to new cases from outside the County or ongoing local transmission.
-
Multidrug-Resistant Organisms (MDRO) Regional Antibiogram
Show countywide patterns of antibiotic resistance to help healthcare providers make better prescribing choices.
-
