Self-Certification Program
Overview
The Self-Certification Program eliminates plan review by allowing a registered professional to take responsibility for and certify a project's compliance with building codes, standards, and ordinances. Depending on the scope of the project, permits can be issued within one to five business days. The expanded program includes tenant improvements on small commercial projects, residential minor grading, residential minor grading on a lot without a house, residential driveway permits onto County roads, residential landscape plans, and private roads serving 4 or fewer homes.
Participating professionals must meet minimum qualifications and attend a Self-Certification training class. This will allow professionals to process.
Self-certification applications and classes are available as of 01/01/2021 for tenant improvements and residential minor grading. The other permit types will be available soon.

Required Inspections
All inspections will be conducted for self-certified projects, and it is the responsibility of the contractor or owner to call for these inspections after the permit is issued. Additional information on the Contractor’s Guide.
Audit
Audits will be conducted on a random basis to insure that plans are in compliance with the program. The audit rules and guidelines are explained in the handouts below:
What Projects Qualify

Small Commercial Tenant Improvements
The County of San Diego allows for Commercial Tenant improvements with certain restrictions to be done under the self-certification process. The full list of requirements can be found in the Rules handout.
Eligible Projects Projects Not Eligible - Commercial tenant improvements for internal changes to a commercial building required to change from one commercial use to another commercial use
- The self-certification would only apply to those that have no structural changes
- The self-certification would only apply to occupancy of less than 50 people
Requires a CA registered Civil Engineer, or Architect to self-certify
- Commercial tenant improvements with external changes to a commercial building or addition of new exists
- Commercial tenant improvements requiring structural changes or structural engineers design
- Commercial tenant improvements for occupancy greater than 50 people
- Use categories of: H, E, A, A-4 occupancies
- Projects in FEMA Special Floodplain Hazard Area
- Projects within Historically Designated buildings, buildings older than 40 years, or subject to Historical Resource review

Residential Minor Grading
The County of San Diego allows for Residential Minor Grading be done under the self-certification process. The full list of requirements can be found in the Rules handout.
Eligible Projects Projects Not Eligible - Minor Grading projects which grading
does not exceed:
- 2,500 cubic yards of soil
- 200 cubic yards of import or export
Requires a CA registered Civil Engineer, or Land Surveyor to self-certify
- Grading located in a Special Area Regulations, or subject to California Environmental Quality Act review.
- Grading in FEMA Special Floodplain Hazard Area
- Grading in a Hillside Development Area
- Grading projects which include additional grading for driveways or landscaping outside of the pad footprint
- Grading
projects where grading exceeds:
- 2,500 cubic yards of soil
- 200 cubic yards of import or export
- Does not include a custom single-family residence
- Minor Grading projects which grading
does not exceed:

Landscaping
Self-certification of single-family landscaping plans of more than 2,500 sq.ft.
Eligible Projects Projects Not Eligible - Single family residential landscape plans
Will require Landscape Architect, Landscape Designer with Associates Degree or CA licensed Contractor.
- Multi-family landscape plans (Condo, Residential Tract plans, etc.)
- Commercial landscape plans

Private Roads (Four Homes Maximum)
The County of San Diego allows for private roads with a maximum of four homes to be done under the self-certification process. The full list of requirements can be found in the Rules handout.
Eligible Projects Projects Not Eligible - Minor private road improvement plans
serving up to but no more than four parcels.
- Parcel map fronts and connects directly to a public road.
- Minor private road serves onsite parcel map parcels and cannot be extended, nor serve off-site parcels.
- Projects that meet Private Road Standards
Requires a CA-registered civil engineer to self-certify
- Private roads that can be extended to serve off-site lots.
- Private roads that require a Design Exception Request
- Projects that do not meet Private Road Standards
- Projects that create or replace a combined total of 5,000 square feet or more of impervious surface and/or require a PDP SWQMP.
- Minor private road improvement plans
serving up to but no more than four parcels.

Private Driveways
The County of San Diego allows for private driveways to be done under the self-certification process. The full list of requirements can be found in the Rules handout.
Eligible Projects Projects Not Eligible - Residential driveways serving no more
than two lots
- Driveways designed per
Regional Standard Drawing (RSD) or design standards
below:
- RSD G-14 or DS-07
- RSD G-15
- RSD G-16
Submittal does not require a registered professional, but projects must have a registered CA contractor associated with the project
- Residential driveways serving more than two lots
- Commercial driveways
- Projects that include work not related to driveway construction, i.e. retaining walls, utility work, signage, etc.
- Design not per standards (may require Design Exception Request)
- Projects that answer "Yes" to any of the environmental review questions in the application
