Strategic Plan to Reduce Waste

On September 11, 2024, the Board of Supervisors approved the 2024 Climate Action Plan also referred to as the CAP. The CAP aims to reduce greenhouse gas (GHG) emissions from the unincorporated areas of the County. The CAP requires that the County update its Strategic Plan to Reduce Waste by 2028. The updated plan will outline how the County can reach goals to reduce waste 80% by 2030 and 90% by 2045.

To update the plan, the County will review how other communities reduce waste and see which ideas could work in the unincorporated areas. The updated plan will build upon the County’s 2017 Strategic Plan to Reduce Waste.

The County wants to hear from residents, businesses, and local partners. Your input will help make sure the waste reduction options meet community needs.

2017 Strategic Plan Updates

This list contains updates and events related to the County of San Diego's implementation of the Strategic Plan to Reduce Waste:

  • On January 1, 2021, updates to the County of San Diego's Construction and Demolition (C&D) Debris Recycling Ordinance took effect for projects in the unincorporated areas of San Diego County. Learn more about the C&D 2021 updates.
  • The County of San Diego Board of Supervisors approved updates to the Non-Exclusive Franchise Agreement and Solid Waste Ordinance on May 5. These updates will help the County achieve its sustainability goals of progressively diverting solid waste from landfills and achieving an 80% waste diversion by 2030, and align with state laws, AB 1826 and SB 1383.
