Best Management Practices (BMPs) inspection program, including
inspection stages and requirements to ensure BMPs are properly
constructed.
You will also find BMP Installation
Verification (BMP IV) forms required for Priority Development
Projects (PDPs) to obtain final approval.
Mid-Construction BMP Inspection
The Department of Public Works (DPW), through the Watershed Protection Program (WPP), conducts inspections of structural BMPs during the construction phase of private development projects within the unincorporated areas of the County of San Diego.
This effort is a collaborative partnership with Planning & Development Services (PDS) and Private Development Construction Inspection (PDCI) to ensure that structural BMPs are properly constructed, function as intended, and help save time for the development community.
WPP staff monitors BMP construction at every milestone. Typical detailed inspections are performed on the following:
- Rough grading
- Installation of liners, gravel, and underdrains
- Risers and cleanouts
- Placement of filter course, media, and mulch
- Underground storage units
- Proprietary biofiltration units
Inspection Requests
Please use this space to request an inspection for your project. Due to the high volume of projects within the County, please follow the requirements below to ensure your inspection can be scheduled in a timely manner and aligns with inspector availability.

- Next-day inspections must be requested by 5 PM on the prior business day.
- Requests must include the project ID (PDS #), site address, a primary contact, and stage/component of BMP to be inspected.
- Please provide 2–3 preferred dates/times to assist with scheduling.
- Allow for a 2-hour arrival time window for inspections.
- The BMP must be at the appropriate stage of construction, accessible, and ready for inspection.
- Do not cover up BMP component or layer until it has been inspected and approved to proceed to the next stage/layer/component.
- Inspections may be rescheduled or marked incomplete if the site is not ready or access is not available.
- Please provide at least 24-hour notice for cancellations or rescheduling.
Failure to complete required inspections may result in delays
to project approval.
