How to Become a BHAB Member
Members of the public are appointed to BHAB by their supervisorial district Board of Supervisor and serve in an advisory capacity to the Board of Supervisors.
BHAB members are appointed to represent the five supervisorial districts and may identify with one or more state legislated member seat categories. The categorical seats include: 1) Behavioral Health Consumer, 2) Family Member of Behavioral Health Consumer, 3) Substance Use Recovery, 4) Community Member, 5) Transitional Age Youth (TAY), 6) Veteran or Veteran Advocate, and 7) Employee of a Local Education Agency.
Meet the BHAB Members
Bill Stewart, District 1, Seat 1
- Supporting the Board of Supervisors as they continue to provide the stakeholders of San Diego County with quality behavioral health services and to elevate the voices of San Diego's underserved community.
- Occupational Background: Customer of the County's behavioral health system, teacher at local high school, and tennis instructor.
Janice Luna Reynoso, District 1, Seat 2
Gaurav Mishra, District 1, Seat 3
- Learning more about SD County services and how they intersect with the services offered by other local community-based organizations.
- Occupational Background: Dr. Gaurav Mishra is a Child, Adolescent & Adult Psychiatrist. Dr. Mishra works at the San Diego County Juvenile Hall, Medical Director for Mind Health Wellness and is supporting the launch of a Crisis Stabilization Unit in a neighboring county.
Joel San Juan, District 1, Seat 4
- Representing the Filipino-American and Asian-Pacific Islander community in regards to mental health.
- Occupational Background: Previous CEO of Operation Samahan Community Health Center.
Rosolyn Harper, District 2, Seat 5
- Serving on BHAB to contribute clinical leadership and systems-level expertise toward advancing equitable, trauma-informed behavioral health services and informing policy decisions that improve access, quality, and accountability across the continuum of care.
- Occupational background: Dr. Rosolyn Harper, PsyD, LMFT, holds master's and doctoral degrees in counseling psychology and serves as a Clinical Director and behavioral health leader with over 20 years of experience in program leadership, clinical supervision, trauma-informed care, crisis services, and integrated community-based systems.

- Understanding and influencing the progression of effective behavioral health treatment available to all San Diegans.
- Occupational Background: Psychologist specializing in addiction, chronic mental illness, trauma, and homelessness. CAO of university/higher education.

Jessica Kramer, District 3, Seat 9
- Highlighting the need for disability compliance and importance of disability accomodations in the County's Behavioral Health Services and its contractors.
- Occupational Background: Holistic Health Practioner, Nutritionist, and Educator. Specialized in Senior and Disability Victimization and ADA Accomodations.
Robin Sales, District 3, Seat 10
- Using experience and expertise in behavioral health to improve the current behavioral health system after enhancing learning of racial justice and criminal justice during involvement in BHAB Criminal Justice Subcommittee.
- Occupational Background: Previously a licensed social worker in clinical practice and program development.
Devesh Vashishtha, District 3, Seat 11
- Working at a safety net clinic in San Diego as a primary care physician, I see many of my patients struggle with psychiatric illness and addiction. In many cases, medical and behavioral healthcare is siloed, with limited cross-communication. I want to improve the coordination of medical and behavioral healthcare services in San Diego County.
- Occupational Background: I am a family medicine physician with a Masters' in clinical research, and a decade of experience serving safety-net clinics and hospitals. I hold multiple advisory roles at the state level, including as an advisor for Medi-Cal and for a primary care legislative affairs committee. I have published muliple research papers and commentaries about the opioid epidemic.
Stuart Gaiber, District 3, Seat 12
- Committed to public service, serving people without homes, substance abuse, and veterans affairs. In addition to serving on BHAB, I serve on the Encinitas Senior commission as well as 3 other nonprofit boards.
- Occupational Background: Stuart's career consisted of roles in publicly traded corporations and nonprofits. He has held titles of corporate officer and vice president, director, and manager. He has been consulting for Internet start-ups in the area of business intelligence and business planning since 2000. He is an Vietnam-era army veteran.
Minola Clark Manson, District 4, Seat 13
- Ensuring diverse voices are represented and heard after working in influential leadership roles in Behavioral Health for over 25 years.
- Occupational Background: Designing and running a parenting program and Latina substance use program and programs for the Behavioral Health System of Care.
Kathy Watkins, District 4, Seat 14
- Serving to improve San Diego County's Behavioral Health system through strategic leadership, collaboration, and advocacy.
- Occupational Background: Retired healthcare administrator and former owner-operator of an independent living facility for over a decade, with extensive experience in providing stable housing and support services.

Amanda Berry, District 4, Seat 16
- Serving to support the County's ability to strategically plan for the future and ensure access to high-quality, culturally responsive, and compassionate care.
- Occupational Background: Public health social worker with a background in health policy, politics, research, and health services. Amanda has worked across the healthcare system in various settings, including academic and non-profit hospitals, federally-qualified health centers, private and community-based organizations, and the County of San Diego Board of Supervisors. Amanda currently works for Health Care Partners of Southern California representing community health centers in San Diego, Riverside, and Imperial Counties.
John Byrom, District 5, Seat 17
- Representing Lived Experience on the Behavioral Health Advisory Board. On February 9, 2026, he celebrated 40 years in recovery from alcohol and drugs, including marijuana.
- Occupational Background: John spent 35 years employed by county contracted agencies, working in alcohol and other drug treatment and prevention where his coalition won three national awards.

- Occupational Background: Emergency medical services, Health Policy Advisor, Healthcare Executive in hospitals and Strategy & Public Affairs Consultant.
