BHSA Impacts to Contracted Programs
The Behavioral Health Services Act, or BHSA, reimagines public behavioral health care in California to better meet the often complex needs of individuals living with mental health and substance use challenges, and focuses counties on serving the most seriously ill and unhoused.
BHSA includes many changes that will impact contracted programs across San Diego County.

Shifting population-based prevention and workforce initiatives to the State along with 10% of BHSA total funds (up from 5% under MHSA).

Enhanced collaboration between managed care plans, federally qualified health centers and community health centers, county behavioral health departments, and State agencies with each serving a distinct set of the population based on their needs.

Requirements to include substance use disorder services, housing interventions, and evidence-based and community-defined practices within the county behavioral health system.
To meet these changes, some local services may see a funding decrease, a shift in the source of funding, or may be eliminated.
County of San Diego Behavioral Health System Changes
With State legislation reshaping the behavioral health care landscape, BHS is assessing all current programs and services — regardless of funding source — and prioritizing those that:

Meet our requirements as a specialty behavioral health plan, ensuring Medi-Cal clients receive services entitled to them.

Are financially sustainable and reduce our reliance on County funds.

Advance equity by serving priority populations, supporting population health goals, or serving an area of high need locally.
As the July 1, 2026 implementation date approaches, BHS is notifying contracted providers on a rolling basis of any contracts that will end or not have their option years exercised. BHS strives to provide timely notice to any effected contractors. Maintaining continuity of client care and transparency with the community remains the highest priority throughout this process.
Contracts impacted by BHSA that do not align with the priorities above will be set for closure and updated below periodically in the lead up to July 1, 2026.
