Fallbrook Sub-Area Plan
Overview
On December 11, 2024, the County Board of Supervisors adopted the Fallbrook Sub-Area Plan. The Plan is the result of a collaborative effort between the community, various stakeholders, and County groups. The Plan supports revitalization and beautification efforts for the Fallbrook downtown area. These efforts are intended to attract and retain residents, businesses, and tourism, as well as improve pedestrian access and mobility.

Background
Phase 1 - Fallbrook Visioning
- Planning & Development Services held seven (7) meetings from November 2019 to September 2020 to engage stakeholders on issues and opportunities and scope the future project. Please see the Visioning Report for a summary of these meetings.
- On September 21, 2020, the Fallbrook Community Planning Group voted unanimously for Option 2 (Zoning Ordinance & Design Guideline Update with Streetscape Plan). This vote moved the project into Phase 2 - Project Development.
Phase 2 - Existing Conditions
- From June 2021, to February 2023, county staff engaged stakeholders on Phase 2 - Existing Conditions. Phase 2 of the process involved initiating the planning process among the project team and community outreach and engagement efforts that contributed to the initial technical planning.
Phase 3 - Draft Plan
- The Design Guidelines, Appendix G, was revised per stakeholder input. Appendix G: Design Guidelines Revised August 2024 incorporates feedback received from the public input period.
- The revised Draft Plan incorporates changes derived from stakeholder and community comments received after the initial Draft Plan release. Comments on the revised Draft Plan were be accepted until April 12, 2024.
- The Draft Plan was available for public input from October 20 through December 22, 2023. A second public input period was held from March 29 through April 12, 2024.
- On September 20, 2024, the County Planning Commission made a recommendation to the County Board of Supervisors to accept the Sub-Area Plan and adopted related Zoning Ordinance amendments.
