The Project is a Site Plan permit for the construction of a self-storage facility consisting of nine one-story buildings and one two-story building totaling 121,950 square feet of gross floor area on a currently vacant 5.4-acre site. The project is located at 1305 East Mission Road. The project includes 21 parking spaces, site landscaping, and signage. Vehicular access is provided along an existing unpaved access road within a north-south easement abutting the western property boundary that connects to East Mission Road. The project includes the paving of the private road within this access easement. A 24-foot-wide fire lane would loop around the interior buildings of the site. Fire service would be provided by the North County Fire Protection District. Water and sewer services would be provided by the Fallbrook Public Utility District. Proposed earthwork quantities for the project consist of approximately 19,560 cubic yards of excavation cuts, 18,565 cubic yards of fill, and 635 cubic yards of import. The project site is subject to the Village Regional Category, and the Limited Impact Industrial (I-1) Land Use Designation. Zoning for the site is Limited Industrial (M52). The site is also subject a “B” Special Area Designator for Community Design Review which requires the processing of a Site Plan permit, and Special Area Designator “C” for Airport Land Use Compatibility. Comments on the proposed findings and associated analysis must be received no later than October 26, 2026 at 4:00 p.m. (a 32-day public disclosure period).
