Upcoming Meetings
The Valley Center Community Planning Group’s (CPG) Mobility and Community Plan Update Subcommittees will hold a second combined meeting to review new Valley Center Road Corridor Concept Plan (VCRCCP) options and the Citygate Report on January 22. The Subcommittees intend to develop Draft Final VCRCCP recommendation(s) for consideration by the full CPG. The full CPG will meet on February 12 to consider the Subcommittee recommendation(s) and develop CPG recommendation(s) for the Draft Final VCRCCP. Here are the details for each meeting:

New Options and Citygate Report
In response to the input received on the 2022 Draft Valley Center Road Corridor Concept Plan (VCRCCP), additional roadway configuration options and supplemental analysis are available for review (see links below). The project team welcomes all input and recommendations. Please see the contact information below.
To analyze the new options for emergency response and evacuation considerations, Citygate Associates (Citygate) joined the project team in early 2023. Citygate has conducted an analysis and prepared a detailed report. The author, Stewart Gary, is a retired Fire Chief with extensive experience in emergency response planning and analysis, including preparation of the 2017 Standards of Coverage Study for the Valley Center Fire Protection District (VCFPD). The Citygate Report has been reviewed for concurrence by the VCFPD Chief, County Fire Protection District, County Sheriff, and California Highway Patrol, and is now available for public review.
Upcoming milestones:
- Stakeholder group meetings to gather input on all VCRCCP configuration options and the Citygate report.
- Combined meeting of the Valley Center Community Planning Group’s (VCCPG) Mobility and Community Plan Update Subcommittees to develop recommendations for the Draft Final VCRCCP. This will be a public meeting with meeting information posted on this page when available.
- Meeting of the full Valley Center Community Planning Group (VCCPG) to consider Subcommittee recommendations and develop CPG recommendations for the Draft Final VCRCCP. This will be a public meeting with meeting information posted on this page when available.
- Preparation of the Draft Final VCRCCP plans, report, and California Environmental Quality Act (CEQA) documentation.
- Public review and comment period for the Draft Final VCRCCP and CEQA documentation.
- County of San Diego Planning Commission hearing
- County of San Diego Board of Supervisors hearings (two hearings required for adopting an ordinance associated with the Final VCRCCP)

Corridor Concept Plan
The Valley Center Road Village Corridor Concept Plan is a County-initiated project that seeks to formalize a corridor access management strategy for Valley Center Road in the area of the North and South Villages, from Woods Valley Road on the south to Cole Grade Road on the north.
The access management strategy will develop a full range of alternatives with recommendations related to intersection design/control (including signalization improvements and/or roundabouts), safe ingress and egress from adjacent streets/driveways, and operations from the perspective of all road users, including pedestrians, bicyclists, equestrians, and drivers.
Funding for the project is being provided through a grant from Caltrans and the project will run in parallel with a County-initiated community plan update.

The third public workshop included a presentation on the Draft Corridor Concept Plan, and interactive stakeholder exercises to receive public input for the Final Corridor Concept Plan and priorities for implementation.

Following the July 21 Workshop, the 2022 Draft CCP was discussed at a Valley Center Community Planning Group (CPG) meeting on September 12, 2022, and at a combined meeting of the Mobility and Community Plan Update Subcommittees of the CPG on August 17, 2022.
