Valley Center Road Corridor Concept Plan

The Valley Center Road Corridor Concept Plan (VCRCCP) is comprehensive plan for Valley Center Road and associated right-of-way, in the area of the General Plan Villages of Valley Center, from the Woods Valley Road intersection to the Cole Grade Road intersection. The VCRCCP addresses safety and overall operations from all road user perspectives and entails requirements for many types of public and privately initiated projects along the corridor.

Valley Center Road Corridor Concept Plan Board of Supervisors Hearings

During public hearings on February 26, 2025, and March 12, 2025, the County Board of Supervisors adopted the VCRCCP the accompanying Ordinance to integrate the VCRCCP into the County Regulatory Code. The second hearing on March 12 was necessary to adopt the accompanying Ordinance. New VCRCCP Options and Citygate Report (2023–2024)

New VCRCCP Options and Citygate Report (2023–2024)

In October 2023, three new Corridor Concept Plan options and a report on emergency response and evacuation (Citygate Report) were published for public input. Additional information and links to these items can be found here: 2023 VCRCCP Options & Citygate Report.

CPG Meetings and Recommendations (2023–2024)

In late fall and winter 2023-24, the Valley Center Community Planning Group’s (CPG) Mobility and Community Plan Update Subcommittees held combined meetings on November 29, 2023, and January 22, 2024, followed by a meeting of the full CPG on February 12, 2024. These meetings were devoted to review of the new VCRCCP options, providing opportunities for the groups to receive staff presentations and public comments, ask questions of staff and public safety personnel, and deliberations and recommendations. At the end of this series of meetings, the full CPG voted to recommend 2023 VCRCCP Option A with one revision to remove the roundabout proposed at the Woods Valley Road intersection in that option. This recommendation became the basis of the Draft Final VCRCCP.

Draft Corridor Concept Plan Workshop (Thursday, July 21, 2022)

The third public workshop included a presentation on the Draft Corridor Concept Plan, and interactive stakeholder exercises to receive public input for the Final Corridor Concept Plan and priorities for implementation.

The Draft Corridor Concept Plan (CCP) shown in links below, that was out for public review in 2022, is not the current proposed CCP. The project team will be presenting new CCP options and associated additional analysis for stakeholder consideration in 2023.

Following the July 21 Workshop, the 2022 Draft CCP was discussed at a Valley Center Community Planning Group (CPG) meeting on September 12, 2022, and at a combined meeting of the Mobility and Community Plan Update Subcommittees of the CPG on August 17, 2022.
