SUMMARY OF PROPOSED ORDINANCE

Notice is Hereby Given that the Board of Supervisors of the County of San Diego will consider for adoption:

AN ORDINANCE AMENDING SECTIONS 340.7 AND 340.9 OF THE SAN DIEGO COUNTY CODE OF ADMINISTRATIVE ORDINANCES PERTAINING TO THE ORGANIZATION AND DUTIES OF THE CITIZENS’ LAW ENFORCEMENT REVIEW BOARD

The ordinance will modify the voting rules for the Citizens’ Law Enforcement Review Board (CLERB) so that a majority of a quorum may pass a motion or proposal, instead of a majority of all appointed members.  The ordinance will allow the CLERB Board to review and modify its rules and regulations for the conduct of business, subject to approval by the Board of Supervisors.  And last, the ordinance will modify the requirement that CLERB annually inspect County detention facilities through allowing CLERB to forego such inspection if inspection is within the “authority or jurisdiction of another agency.”

This proposed ordinance will be presented to the Board of Supervisors for the first reading on September 1, 2026, at which time public testimony will be received.  The Board meets at 9 a.m., in Room 310, County Administration Center, 1600 Pacific Highway, San Diego, California.

    SUMMARY OF PROPOSED ORDINANCE

Notice is Hereby Given that the Board of Supervisors of the County of San Diego (“County”) will consider for adoption:

AN ORDINANCE TO AMEND SECTION 86.7 OF THE SAN DIEGO CODE OF ADMINISTRATIVE ORDINANCES TO ADD SECTION 86.7(Q) RELATING TO FEES FOR THE RECORDER NOTIFICATION AND TITLE THEFT PREVENTION PROGRAM PURSUANT TO SENATE BILL NO. 255.

This ordinance will add provisions to the County Code of Administrative Ordinances regarding the Assessor/Recorder/County Clerk’s Recorder Notification and Title Theft Prevention Program, including fees for services, pursuant to Senate Bill No. 255.  The proposed ordinance will be presented to the Board of Supervisors for the first reading on August 18, 2026, at which time public testimony will be received.  The proposed ordinance will be presented for adoption on September 1, 2026.

SUMMARY OF PROPOSED ORDINANCE

Notice is Hereby Given that the Board of Supervisors of the County of San Diego will consider for adoption: An amendment to the San Diego County Compensation Ordinance.  This ordinance will add two classifications in the unclassified service, add one classification in the classified service, retitles two existing classifications, amends two salary grades in the unclassified service, amends five salary ranges in non-represented classifications, deletes two terminal classifications, designates two classifications as terminal, adds four classifications eligible for the Edgemoor Pass Through payment, removes the twelve month period on temporary assignments in the unclassified service and adds language to include Behavioral Health Services and Director, Behavioral Health Services in various sections.  Said proposed ordinance will be presented to the Board of Supervisors on August 18, 2026, and September 1, 2026, at which time public testimony will be received.

SUMMARY OF PROPOSED TRAFFIC ORDINANCE

Notice is Hereby Given that the Board of Supervisors of the County of San Diego will consider for adoption an ordinance pertaining to traffic regulations on the following roads in the following communities: 

GRANITE HILLS, Valley View Boulevard from Euclid Avenue to the El Cajon city limit (south of Granite Hills Drive), establish and certify a 35 MPH for radar enforcement.

NOTICED PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the County of San Diego Board of Supervisors will conduct a public hearing on the Socially Equitable Cannabis Program as follows:

PROJECT DESCRIPTION: The Socially Equitable Cannabis Program (SECP) would allow for new cannabis facilities in the unincorporated areas of the county, including cultivation, distribution, manufacturing, microbusiness, retail, onsite consumption lounges, temporary cannabis events, and testing laboratories. The SECP was prepared in response to the Board of Supervisors' January 27, 2021 (4) direction to develop amendments to the Zoning Ordinance and County of San Diego Regulatory Code to allow for permitting and licensing of new commercial cannabis uses.  

At the August 19, 2026 hearing, the Board is requested to consider amendments to the County Zoning Ordinance and Code of Regulatory Ordinances, related licensing and permitting fees, a Board Policy for enforcement, the Social Equity Ordinance, certify the Final Program Environmental Impact Report, and adopt the associated California Environmental Quality Act (CEQA) Findings of Fact, Mitigation Monitoring and Reporting Program, and Statement of Overriding Considerations. If the Board adopts staff recommendations at the August 19, 2026 hearing, a second reading for adoption of the Code of Regulatory Ordinances, the Social Equity Ordinance, and related licensing and permitting fees on September 2, 2026, would be required.

SUMMARY OF ORDINANCE: The proposed amendments to the Zoning Ordinance will define cannabis use types; establish where cannabis activities are allowed and apply development standards including buffers from sensitive uses and other performance standards. The proposed amendments also establish permitting pathways.

The proposed amendments to the Regulatory Code will update and reorganize the County’s commercial cannabis regulatory framework to align with State law; establish license types and limits; set application, renewal, transfer, and inspection procedures; adopt comprehensive operational requirements for all cannabis businesses; establish enforcement mechanisms, administrative penalties, and other County provisions. 

The proposed amendments to the Regulatory Code relating to the Cannabis Social Equity Program will address the historical disparities and economic harm caused by the War on Drugs by establishing a regulated pathway for eligible social equity applicants to participate in the cannabis market. 

The proposed amendments to the Administrative Code will establish new and adjusted licensing and permitting fees to achieve full cost recovery. 

ENVIRONMENTAL STATUS: The County of San Diego has prepared a Program Environmental Impact Report (PEIR) for the Socially Equitable Cannabis Program (State Clearinghouse No. 2023090330), dated March 2026. At the hearing on August 19, 2026, the Board is requested to certify the Final PEIR.

PROJECT DESCRIPTION: This is a request for the Board of Supervisors (Board) to consider an appeal of the Planning Commission’s approval of the Major Use Permit (MUP) and associated environmental findings for the proposed York Drive Senior Living project (Project) specifically associated with off-site sewer improvements. The Project consists of a Major Use Permit and a Certificate of Compliance for merging of lots for a 183-unit deed-restricted senior living development on an approximately 4.27-acre property. The Major Use Permit would authorize the construction of a four-story senior living development in a single main building. The proposed building is approximately 45-feet tall and each floor ranges in size from approximately 34,233 square feet to 34,762 square feet. The development will include amenities for the residents such as a library and a community kitchen primarily on the first floor. The majority of units will be distributed through the second, third, and fourth floors. The remaining portions of the project site include a parking lot, landscaping, signage, and stormwater and drainage facilities. The Project will include widening of York Drive along the project frontage to accommodate a longer turn lane onto South Santa Fe. The Project will also include offsite sewer improvements including replacement of sewer lines along and near portions of El Valle Opulento. The Zoning Use Regulation of the site is Rural Residential (RR). The General Plan Designation for the Site is Village Residential (VR-2) and the General Plan Regional Category for the site is Village.

ENVIRONMENTAL STATUS: The project has been reviewed in compliance with the California Environmental Quality Act (CEQA). A Mitigated Negative Declaration was circulated for Public Review and is on file with Planning & Development Services as Environmental Review number PDS2021-ER-21-08-008.
