SUMMARY OF PROPOSED ORDINANCE

Notice is Hereby Given that the Board of Supervisors of the County of San Diego will consider for adoption:

AN ORDINANCE TO AMEND SECTION 448.1 TO ARTICLE XXV OF THE SAN DIEGO COUNTY ADMINISTRATIVE CODE, AND AMEND SECTIONS 21.102 AND 21.1901 OF THE SAN DIEGO COUNTY CODE OF REGULATORY ORDINANCES

This proposed ordinance amends, removes, and adds new fees associated with incarcerated person's prepaid debit card; removes jail kiosk fees; amends fees associated with the commissary service website; amends, adds, and removes fees for law enforcement regulated licenses and permits; amends fees for copies of various documents and services; and adds fees for services. Said proposed ordinance will be presented to the Board of Supervisors for the first reading on May 19, 2026 at which time the Board will be asked to approve the introduction of the Ordinance (first reading), and if on May 19, 2026 the Board takes actions as recommended then, on June 9, 2026, the Board will consider and adopt the Ordinance (second reading).

SUMMARY OF PROPOSED ORDINANCE

Notice is Hereby Given that the Board of Supervisors of the County of San Diego will consider for adoption:

AN ORDINANCE AMENDING TITLES 1, DIVISION 1, CHAPTER 1 AND TITLE 2, DIVISION 1, CHAPTER 11 OF THE SAN DIEGO COUNTY CODE OF REGULATORY ORDINANCES RELATING TO LICENSES REQUIRED FROM THE SHERIFF

This ordinance will amend the sections relating to the licensing of bathhouses, massage establishments and massage therapists, and the distribution of merchandise coupons.  Said proposed ordinance will be presented to the Board of Supervisors for the first reading on May 19, 2026, at which time public testimony will be received.

SUMMARY OF PROPOSED ORDINANCE

Notice is Hereby Given that the Board of Supervisors of the County of San Diego will consider for adoption: An amendment to the San Diego County Compensation Ordinance establishing compensation relating to the ratified tentative agreement with the San Diego County Probation Officers’ Association and other compensation adjustments. The amendment would revise one salary grade, provide a step increase for the Supervising Probation Officer classification and update the representation and benefit statuses for one class.

SUMMARY OF PROPOSED ORDINANCES

NOTICE IS HEREBY GIVEN that on May 20, 2026 and June 10, 2026 the Board of Supervisors will introduce and consider for adoption an ordinance to amend the San Diego County Regulatory Code. The title of the ordinances and summaries of their changes are provided below:

ORDINANCE AMENDING PORTIONS OF THE ADMINISTRATIVE CODE RELATING TO FEES AND DEPOSITS FOR THE DEPARTMENTS OF PLANNING & DEVELOPMENT SERVICES, PUBLIC WORKS, AND PARKS AND RECREATION

These amendments will update various fees and hourly rates for services charged by  Planning & Development Services (PDS), the Department of Public Works (DPW), and the Department of Parks and Recreation (DPR) related to program permit fees and other fees to incorporate recent and anticipated changes in program costs, including increased labor costs. This ordinance amends 362, 362.1, 362.2, 362.3 and 362.3.6.

ORDINANCE AMENDING THE SAN DIEGO COUNTY CODE OF REGULATORY ORDINANCES TO ADJUST DEPARTMENT OF ENVIRONMENTAL HEALTH AND QUALITY REGULATORY PROGRAM FEES AND ASSOCIATED ORDINANCE REVISIONS

This ordinance would adjust the Department of Environmental Health and Quality regulatory program permit fees and other fees to incorporate recent and anticipated changes in program costs, including increased labor costs. This ordinance amends San Diego County Code of Regulatory Ordinances Sections 61.102, 61.302, 61.307, 65.107, 61.248, 67.301.5, and H100.1. In addition, this ordinance repeals San Diego County Code of Regulatory Ordinances Section 68.907.2.

ORDINANCE AMENDING SECTION 364.3 OF THE SAN DIEGO COUNTY ADMINISTRATIVE CODE, RELATING TO FEES CHARGED BY THE DEPARTMENT OF AGRICULTURE, WEIGHTS AND MEASURES. 

This ordinance will update various fees and hourly rates for services charged by the Department of Agriculture, Weights and Measures (AWM) related to Agricultural Export, Certified Farmers’ Market (Direct Marketing), Industrial Hemp Cultivation, Hazardous Material Inventory, and Weights and Measures Price Accuracy, and Devices Programs. 

Said proposed ordinance amendments will be presented to the Board of Supervisors for the first reading on May 20, 2026 at which time public testimony will be received.

ENVIRONMENTAL REVIEW

Staff recommend that the Board of Supervisors find that the proposed ordinances are exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA) because none of these actions will result in a direct or indirect effect on the environment and the action is not a project as defined in Section 15278(b)(5) of the CEQA Guidelines.

SUMMARY OF PROPOSED TRAFFIC ORDINANCE

Notice is Hereby Given that the Board of Supervisors of the County of San Diego will consider for adoption an ordinance pertaining to traffic regulations on the following roads in the following communities: 

LAKESIDE, Winter Gardens Boulevard/ Industry Road from Woodside Avenue to Channel Road; reduce the 40 MPH speed limit to 35 MPH and certify the 35 MPH speed limit.

EL CAJON, Magnolia Avenue from Airport Drive to Vernon Way; reduce the 40 MPH speed limit to 35 MPH and certify the 35 MPH speed limit.

NOTICE OF PUBLIC HEARING FOR THE SAN DIEGO COUNTY DEPARTMENT OF ENVIRONMENTAL HEALTH VECTOR CONTROL PROGRAM MOSQUITO, VECTOR, AND DISEASE CONTROL ASSESSMENT FOR THE FISCAL YEAR 2026-27

NOTICE IS HEREBY GIVEN that the San Diego County Board of Supervisors intends to conduct a public hearing for the CONTINUATION of the service charges and special benefit assessment in Fiscal Year 2026-27 that fund the San Diego County Department of Environmental Health Vector Control Program, Mosquito, Vector and Disease Control Assessment services and projects in San Diego County. 

The public hearing to consider the ordering of services and projects, and the levy of the continued assessments for Fiscal Year 2026-27 for the Mosquito, Vector, and Disease Control Assessment shall be held on Wednesday, June 10, 2026, at 9:00 a.m. (or as soon thereafter as the matter may be heard) at the North Chambers located at the San Diego County Administration Center, 1600 Pacific Highway, San Diego, California. The proposed special benefit assessment rate for Fiscal Year 2026-27 is THIRTEEN DOLLARS AND EIGHT CENTS ($13.08) per single-family equivalent benefit unit. 

Members of the public are invited to provide comments at the public hearing, or, in writing, which is received by the Board of Supervisors on or before Wednesday, June 10, 2026. SUMMARY OF PROPOSED FLOOD CONTROL DISTRICT ORDINANCE

NOTICE IS HEREBY GIVEN that the Board of Directors of the San Diego County Flood Control District will consider for adoption an ordinance that allows for the use of District real property by encroachment permit where the permit contains provisions that specify the use right is a revocable license and requires such things as defense and indemnity from the permittee. The ordinance delegates authority to the Director of Public Works, County of San Diego, or designees, acting on behalf of the District, to issue and condition the permits, collect fees for the issuance of the permits, and to enforce the permit requirements.
