Permanent Road Divisions
A Permanent Road Division (PRD) Zone is a special district in San Diego County. It helps property owners in unincorporated areas pay for private road maintenance.
The Department of Public Works manages the PRD Program. The program includes 67 PRD Zones that maintain about 100 miles of private roads. Property taxes or special assessments pay for this work.
Property owners create PRD Zones by vote. The zone usually includes properties that front on or use the road.
Road maintenance protects property values, improves access, and supports emergency response during wildfires.
