Permanent Road Division Program
A Permanent Road Division Zone (PRD Zone) is a special district that provides property owners throughout the unincorporated areas of San Diego County a mechanism to pay for private road maintenance in a geographically defined area.
The County of San Diego Permanent Road Division Program is managed by the Department of Public Works and includes 68 PRD Zones that provide services for approximately 100 miles of road throughout the unincorporated region. Road maintenance services are funded primarily by property owner assessments or special taxes collected through the County tax rolls. PRD Zones are formed with the approval by a vote of the affected voters and the boundaries of the PRD Zones generally include properties fronting on or using the road(s).
Road maintenance improves the economic interest of local communities, protects residents’ investments in their properties, and enhances road safety by providing maintained access to homes and the community for daily vehicle trips and emergency egress during emergencies, such as wildfires.

2021 Ballot Results
The ballot measure passed with 61% of returned weighted ballots voting in favor of the increase. If the increase from $0 to $50 per benefit unit is confirmed by the Board of Supervisors on June 30, 2021, the benefit fee will increase in Fiscal Year 2021-22 and will be reflected on your 2021-22 “Fixed Charged Assessment” portion of your property tax bill. A virtual property owner meeting was held on December 9, 2021, at 5:30 p.m. to discuss the maintenance, timeline, and funding options for PRD Zone 30. Representatives from the County presented information on current recommended road maintenance & revenues, service level & funding options, and were available to answer questions.
County staff presented information at a public meeting on May 27, 2021, and in a series of letters to property owners, on current road conditions and funding options for the PRD, including a rate increase. Property owners were informed that revenues at the current rate are not sufficient to fund the recommended road and culvert work needed to bring the PRD roads up to good condition.

A virtual property owner meeting was held on March 11, 2021, at 5:30p.m. to discuss the maintenance and funding needs for PRD 46. Representatives from the County’s Department of Public Works presented information on current recommended road maintenance & revenues, service level & funding options (including a rate increase and dissolution of the PRD), and was available to answer questions. The ballot measure passed with 90% of returned weighted ballots voting in favor of an increase. Of the ballots marked in support of a rate increase, 55% supported the increase to $500 and 35% supposed the increase to $325. The rate increase from $30 to $500 per benefit unit was confirmed by the Board of Supervisors on June 30, 2021. Thebenefit fee will increase in Fiscal Year 2021-22 and will be reflected on your 2021-22 “Fixed Charged Assessment” portion of your property tax bill.

2021 Ballot Results
The ballot measure passed with 83% of returned weighted ballots voting in favor of an increase. Of the ballots marked in support of a rate increase, 75% supported the increase to $255 and 8% supposed the increase to $275 over 2 years. The rate increase from $135 to $255 per benefit unit was confirmed by the Board of Supervisors on June 30, 2021. The benefit fee will increase in Fiscal Year 2021-22 and will be reflected on your 2021-22 “Fixed Charged Assessment” portion of your property tax bill.
