Pool Plan Check

The Plan Check and Construction unit is responsible for reviewing the plans of new public swimming pools and existing public pools that are being renovated.

Four (4) sets of new legible paper plans and specifications OR digital plans and specifications uploaded via the Citizen Portal must be submitted for review and approval by this Department. 

FHD does not review plans for residential swimming pools and spas.  For residential pool construction requirements, refer to the Swimming Pool Safety Act section of the California Health & Safety Code.

Effective October 1, 2025, updated Suction Outlet Fittings Assembly (SOFA) standards will be enforced by our department. A flow meter, a vacuum guage (pre-pump) and a pressure gauge (post-pump) will be required to be installed to verify flow rate and total dynamic head (TDH). Drain covers shall be in compliance with ANSI/APSP/ICC-16 2017 or successor standards.

A new pool plan check template is available for use for minor remodels, renovations, and single equipment changes. See Pool Plan Check Minor Remodel, Renovation FAQ's for additional information. This template along with supporting documents can be uploaded via the Citizen Portal for review and approval by this Department.
