*SAM Announcements*
- As of March 27, 2026, the SAM program has discontinued the Voluntary Assistance Program (VAP) for site cleanup cases. We are no longer accepting new VAP applications. All existing VAP cases will be transferred to either the California Department of Toxic Substances Control (DTSC) or the San Diego Regional Water Quality Control Board (RWQCB) for continued regulatory oversight. Any party seeking regulatory oversight for site cleanup activities will need to apply directly with either DTSC or the RWQCB.

The primary goal of the Site Assessment and Mitigation Program (SAM) is to protect public health, water resources, and the environment from releases of contaminants by providing oversight of assessments and cleanups in accordance with the California Health and Safety Code and the California Code of Regulations (CCR).
